So, stepping out briefly, I consulted a reliable source—aka Saiouji—who gave me this:
‘—【Suzaku】’s quest location? Of course I know.’
‘That quest’s a bit special. Only 【Daitenshi】’s current holder or someone who’s held 【Suzaku】 can track it. So it doesn’t get shuffled like other quests.’
